Finding the resources to finance programmes in favour of the MDGs

Togo is working hard to achieve the Millennium Development Goals (MDGs). In 2006 the country conducted a QUIBB survey (known by its French acronym), which contributed to a poverty profile for the Togo population, and made a needs evaluation for achieving the MDGs before 2015. A status review that followed has facilitated an assessment of the strategies, policies, and programmes being implemented in various sectors. These include agriculture and the eradication of hunger; education; gender; health; water and sanitation; and transport and energy. The particular situation of Togo must be considered. An additional analysis focusing on the problems of governance and development management capacity has been carried out.

These evaluations have made it possible to prepare a National Development Strategy based on the MDGs. The government has formulated sectoral strategies for achievement of the MDGs before 2015. These strategies focus on: (a) the eradication of poverty and hunger; (b) basic education for all; (c) gender equality; (d) the improvement of the health of the general public and of mothers and children in particular; and (e) the improvement of the living conditions of communities through access to drinking water and basic sanitation. As a complement to these actions, the government has decided to improve road and highway infrastructures and access to energy as cross-cutting policy measures necessary to achieve the MDGs.

Several related projects geared towards the MDGs bring together all stakeholders in societal, political and economic affairs: the ministers concerned, civil society, and the private sector. The interim Poverty Reduction Strategy Paper (PRSP) now being finalized will serve as the framework for implementation of public policies in favour of the MDGs in Togo.

The challenges Togo faces in achieving the MDGs require positive answers to these questions: Can Togo sufficiently mobilize the internal and external resources to respond to identified needs? Do the institutional and human capacities allow for absorbing the resources that are mobilized? Does the management of government finances allow for ensuring optimal efficacy in expenditure? The task of overcoming these three challenges necessitates the implementation of development strategies capable of triggering strong and sustainable growth and of generating the fiscal resources to finance MDG-related public expenditure.

NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
