MDG Profile:
Despite many challenges Sudan is committed to the Millennium Development Goals
As a Member State of the United Nations and signatory to the September 2000 Millennium Declaration, the Government of Sudan is committed to achieving the Millennium Development Goals (MDGs) by 2015. Sudan considers these goals as a framework for development and hopes to attain them on time. In the south, the Government of Southern Sudan (GoSS) has made the MDGs one of its top priorities.
Emphasis was placed on the MDGs in the 2005 Comprehensive Peace Agreement and the Joint Assessment Mission. Achieving these goals is also the focus of the currently developed Poverty Eradication Strategy Paper, and the guiding force in the ongoing process of developing the National Five-Year Strategy (2007-2011). The next step would consist of allocating the necessary resources to these plans and setting up efficient monitoring systems.
The efforts of the Ministry of International Cooperation, as lead ministry for the MDGs, focus on advocacy and reporting on progress towards the implementation and achievement of the Goals, in addition to identifying the institutional structures tasked with overseeing the implementation of the MDGs.
The responsible Ministry of Finance and Economic Planning of the Government of Southern Sudan, is also taking the MDGs as a reference point for its development planning.
Various documents and available data show that there has been a slow to moderate progress in achieving the MDGS. With some variance in certain indicators, Sudan’s progress towards the achievement of MDGs is similar to the general trends of sub-Saharan Africa.
The country is recovering from decades of conflict that continue to pose serious challenges towards attaining the MDGs including the structural problems; inadequate capacities at state and local levels; unreliable data; lack of policy coordination; inequity in allocation of resources; poor infrastructure; high levels of debt; and continued conflict in Darfur.
Through monitoring and reporting progress towards the MDGs, UNDP helped the Government of Sudan and the Sudan People’s Liberation Movement to prepare the country’s first interim unified MDG Report in 2004 (www.sd.undp.org ). The report was launched in September 2005 by President Omer Albasheer.
UNDP is helping relevant institutions to develop and adopt a MDGs-based development strategy that would enable the country to reduce poverty. UNDP continues also to play its role with regards to MDG reporting on national and state levels, promoting MDG-based policies and strategic planning while scaling up its advocacy efforts. NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
