School enrolment has reached 75 per cent, but keeping children in school is still a problem

Mali requested United Nations assistance in the preparation of its Ten-Year Action Plan for achieving the Millennium Development Goals (MDGs). It included the initial cost estimates for achieving the Goals. These are still being adjusted. The production of the provisional version of the framework document for the Action Plan was produced in December 2006 and still requires fine-tuning to make it more in line with the specific conditions prevailing in Mali.

The government decided to redefine the substance of the planning framework of development and to use the Poverty Reduction Strategy Paper (PRSP) as a basis for ensuring the operational implementation of the Action Plan.

Notable accomplishments have been made in the areas of access to drinking water, education, and health, although there is a good deal of ground still to be covered in the health sector.

The first phase of the Programme for Investment in the Educational Sector was concluded at the end of 2005, and the second phase was launched in September 2006 covering the period 2006-2008. The gross rate of enrolment in school education has risen to 75 per cent in 2006.

The Programme for Development of the health sector, PRODESS II (2005-2009), seeks to improve the health indicators of the Mali population in general and in particular the poorest members of society. The strategies have the following specific targets: the reduction of neonatal, infant and under-five mortality; and the reduction of maternal morbidity and mortality through to maternal, prenatal, and obstetrical care, as well as the reduction of nutritional deficiencies and infectious diseases.

The number of community health centres increased to 785 in 2006. The proportion of the population living within 5km from a health centre rose to 51 per cent in 2006. As a result, the rate of coverage of prenatal consultations increased to 76 per cent, and the rate of assisted childbirths to 53 per cent. In 2006, 67 per cent of the population had access to drinking water. The achievement of that target is feasible. Provision has been made for a sectoral programme for drinking water and sanitation.

The main challenge in education is completion of the primary school cycle. The health sector is struggling, without much success, to manage epidemiological surveillance. Strategies to fight disease are poorly coordinated, and policies to halt the spread of HIV/AIDS are faltering.

NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
