Public policies promote the MDGs as part of the National Strategy for Poverty Reduction and Growth

In October 2002, the Millennium Development Goals (MDGs) were presented to the national and international communities in Haiti.  A committee made up of governmental and United Nations representatives was created to assess the status of the MDGs and to redefine programs ensuring their achievement. 
In the period 2004-2006, the Government supported by UNDP launched a wide-ranging program aimed at facilitating the implementation of the MDGs.  As a result, the media devoted a number of radio programs and many newspaper articles to the Goals. 

In the course of the discussions resulting from this campaign, the challenges involved in achieving the MDGs were identified, including the difficult, sporadic and costly access to services, the lack of consistency between established priorities and budgetary choices, and the lack of coordination and systematic implementation of sectoral plans.

The Government of Haiti and UNDP published the first MDG report, entitled Une vision commune du développement humain durable (A Shared Vision of Sustainable Human Development) in 2004. The report reached an important conclusion: the progress made with regard to certain Goals, such as the empowerment of women, is primarily attributable to the efforts of civil society.

The attainment of the MDGs and the evaluation of costs associated with their implementation constituted an essential element of the National Growth and Poverty Reduction Strategy Paper (G-PRSP), which was finalized in November 2007. The MDGs are reflected in the Strategy’s budget along with a monitoring mechanism based on a matrix of performance indicators and criteria assessing the success of the Strategy.  A watchdog agency monitoring poverty and social marginalization (ONPES) is set up to be in charge of follow-up and evaluation of the G-PRSP. 

The cost of achievement of MDGs in three priority sectors of the G-PRSP—education, gender and agriculture—was carried out for the period 2007-2011. This MDG costing exercise is set to be extended to encompass other sectors as well.

NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
