National Committee appointed to oversee localization of the Goals
Dominica has successfully achieved the basic requirements of the Millennium Development Goals (MDGs) 2, 4, and 5 (poverty, child mortality, and maternal health). The relevant indicators point to near or full achievement of the Goals. The country has partially achieved Goals 3, 7, and 8 (gender equality and the empowerment of women, environmental sustainability, and a global partnership for development). Partial achievement should be understood as showing evidence of progress towards the possible achievement of the established goals in spite of the existence of constraints. The remaining Goals, 1 and 6 (poverty, and halting the spread of HIV/AIDS, malaria, and other diseases), present lagging indicators and serious challenges.
Existing reports on Dominica’s progress towards the MDGs point to the negative impact of “internal and external factors such as limited financial, human and natural resources, globalization (free trade, free movement of people and other resources) and the threats from multiple natural disasters” on the national efforts.
Dominica has moved on to localization of the MDGs through the establishment of the Social Indicator and Millennium Development Goals National Committee in May 2003. The Committee, chaired by the Chief Statistician of the Central Statistics Office, includes officials from the public sector and non-governmental organizations, and the local representatives of international development partners. It has responsibility for developing and implementing mechanisms to promote local ownership of the MDGs across programming; providing social evidence for the monitoring and evaluation of the MDGs and for developing strategic recommendations to promote their achievement; and for making periodic progress reports to the Cabinet. The country has now proposed the appointment of a full-time coordinator to lead the activities of the National Committee.

NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
