Building human development in the aftermath of conflict

As a country emerging from conflict, the Central African Republic has weathered a number of crises over the last few years. This has led to a fall in the level of human development: Between 1994 and 2004 the human development index declined by approximately 8 percent. The indicators for the Millennium Development Goals (MDGs) show distinctly mixed results.

In the hope of improving these indicators, the government in 2006 formulated an Interim Strategy Paper, seeking to resume ties with the international community and to increase the volume of aid. With the technical support of UNDP, the government launched the MDG-based programming and budgeting exercise in 2006. The sectors targeted for this exercise are health, education, infrastructures, the rural sector, and sanitation. To proceed to the decision point under the Heavily Indebted Poor Countries Initiative, the Central African Republic finalized its first Poverty Reduction Strategy Paper (PRSP) in September 2007.

As in the case of all countries recovering from conflict, numerous challenges will need to be addressed in order to achieve the MDGs at the domestic level. The most important are: an increase in the volume and efficiency of foreign aid in order to meet national needs; strong pro-poor growth to relaunch the economy and improve the level of human development; and strengthening of security and promotion of sound governance.

NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
