Framing national MDGs relevant to the local situation

The UNDP-sponsored National Human Development Report (NHDR) 2003 devised a set of relevant and realistic Millennium Development Goals (MDGs) for Bosnia and Herzegovina as a baseline. These Goals reflected local needs and priorities, fitting them into the global framework. The development of the national MDGs was undertaken with colleagues in government and was supported by an ongoing consultation exercise with civil society partners.

As a result of these consultations, three priority areas emerged: poverty reduction, gender equality and empowerment of women, and international partnership for development. An updated report was developed in 2004 building on the baseline and adding linkages to the policy agenda, especially in the areas of the Poverty Reduction Strategy Paper (PRSP) and the European Union integration process. In addition, the updated report strengthened the monitoring framework and indicators selected.

The NHDR/MDG Report proposed policy changes for achieving the MDGs and was developed in active consultation with government, the national PRSP team, and local civil society organizations. Most of the MDG indicators that were defined in the NHDR/MDG Report have been incorporated into the PRSP and have thus become part of the official government policy monitoring framework. The PRSP targets are midway milestones for 2007. Furthermore, the updated report seeks to reconcile the national MDGs with the European Social Inclusion Agenda and its monitoring framework.

NOTE: The MDG data presented here is the latest available from the United Nations Statistics Division. The World Bank has recently released new poverty estimates, which reflect improvements in internationally comparable price data. The new data estimates set a new poverty line of US$1.25 a day and offer a much more accurate picture of the cost of living in developing countries. They are based on the results of the 2005 International Comparison Program (ICP), released in first half of 2008. Country-specific poverty estimates will be released by the World Bank in late 2008
